Project Title: Right of Way Clearing and Burial of Axiom Internet Cable across right of way

1. Introduction

The Monhegan Island Sustainable Community Association (MISCA), a nonprofit organization dedicated to supporting responsible and sustainable development on Monhegan Island, is soliciting proposals from qualified contractors for the following scope of work:

  • Clearing and preparing the existing right of way to the Odom lots.
  • Burying an Axiom Technologies internet cable line along the right of way to the Odom lots.

2. Project Overview

The Odom lots are located on Monhegan Island and currently lack a developed utility access path. This project will support essential infrastructure by enabling internet connectivity while ensuring minimal disruption to the natural environment.


MISCA has partnered with Axiom Technologies to provide broadband internet access to this area. The burial of the cable must comply with Axiom’s technical specifications and local permitting requirements.

3. Scope of Work

The contractor will be responsible for:


A. Right of Way Clearing

  • Identify and mark the existing legal right of way to the Odom lots.
  • Remove vegetation, brush, and other obstructions as necessary.
  • Ensure minimal ecological disruption, preserving surrounding trees and natural features where possible.
  • Maintain a minimum cleared width to code.


B. Trenching and Cable Burial

  • Excavate a trench (minimum depth and width per Axiom specifications).
  • Lay conduit and/or direct burial fiber optic cable provided or specified by Axiom Technologies.
  • Coordinate with Axiom or its representative to ensure technical compliance.
  • Backfill trench and restore terrain as close to original condition as possible.
  • Provide erosion control measures if necessary.

4. Deliverables

  • Completed and cleared right of way access.
  • Successfully buried and connected internet cable line (coordination with Axiom for testing/activation).
  • Photographic documentation of work.
  • Final report with work completed, any issues encountered, and as-built specifications.

5. Contractor Qualifications

Interested bidders should demonstrate:

  • Experience with rural infrastructure, right of way clearing, and underground utility installation.
  • Familiarity with island logistics and environmentally sensitive work.
  • Appropriate licenses and insurance

6. Proposal Requirements

All proposals must include:

  • A detailed work plan and timeline.
  • Itemized cost estimate (labor, equipment, materials, travel, etc.).

7. Timeline

9. Evaluation Criteria

  • Experience and qualifications
  • Cost effectiveness
  • Approach to environmental sensitivity
  • Timeline and ability to complete before deadline
  • References and prior work with similar projects

10. Terms & Conditions
